We have obtained information for the 10-mile Emergency Planning Zone (EPZ) which involved investigation in both Mississippi and Louisiana. EVACUATION TIME ESTIMATE FOR MISSISSIPPI ASSUMPTIONS 1. It will be assumed that evacuation takes place during the daytime, on a weekday, when the population is dispersed, re: at work, school in progress. 2. It is assumed that the time required to evacuate is considered to be the time elapsed between warning and the time the last person has been evacuated from an area. Supervisory personnel directing the evacuation may remain to secure the area and have not been counted for this purpose. 3. Evacuation of each of the five areas will be considered complete after the vehicles are outside the ten (10) mile perimeter. The areas are shown on the attached map. 4. It will be assumed that no one will refuse to follow an evacuation order, and that each household identified by survey will be occupied; to include camps in recreational areas. 5. It will be assuma.d that the households having more than one vehicle will I use their "Best Car", accounting for that household. 6. It will be assumed that it will be 10-30 minutes after warning before movement takes place and that there will be constant "baginning movement" l from 10 minutes to completed "beginning movement" at 30 minutes. 1 l
t 7. It will be assumed that normal lane use of County Highways will remain the same, ie. two-way traffic with access to the County limited outside 10 mile perimeter. 8. It will be assumed that the capacity of 2 lane County Highways will be considered as 850 vehicles outbound per lane per hour. Also, that the vehicles will scve at a constant average of 40 miles per hour. 9. It will be assumed, because of the geographical area, the low population density, and placement of warning sirens, that full notification will take place within 15 minutes. 10. It will be assumed that adverse weather will be severe thundershowers, and that it vill inhibit evacuation time by 25%. 11. It will be assumed that estimates of local efficials, having intimate knowledge of local conditions and actual experience, are a solid basis to weigh theoretical estimates against. 12. It will be assumed that upon evacuation of the outer sector (10 mile sector), this will include the inner sector (5 mile sector) as well. 13. It is assumed that there will be a one hour mobilization period between initial notification and warning to ready emergency response, ie: notification of special facilities, State Police, transport of special transportation, etc. f l
EVACUATION ROUTES (SEE ATTACHED MAPS 1. Area I i Direction to all Mass Care Centers esn be located on the map a. Boundaries are south of Little Bayou Desha, west of Ingleside - Big Black River Road, and north of Bayou Pierre. Evacuation routes leading from the site area east to U.S. 61 Highway will be marked by evacuation signs. Traffic capacities of evacuation route under emergency conditions is estimated to 730 vehicles per hour (VPH). The time required to evacuate the population is estimated to be 1 h hours. b. Mass Care Center (See map) Approximately 3000 people will be evacuated north on U.S. Highway 61, right on U.S. Highway 80 and right on State Highway 27. 1. Warren Central Senior High School Highway 27 South Vicksburg, Mississippi #638-3372 2. Warren Central Jr. High School Highway 27 South Vicksburg, Mississippi #638-3875 2. Area 2 Boundaries are north of Little Bayou Desha, east of Ingleside - Eig a. Black River Road. Evacuation routes will be marked leading to U.S. 61 Highway, turning north to Vicksburg (Warren County), Mississippi. Traffic capacities on county roads used as evacuation routes is estimated ) L.
to be 730 VHP. Emergency traffic capacity on U.S. 61 Highway is estimated to be 1000 VHP. The tima required to evacuate the area is estimated at two hours. b. Mass Care Center 1. Approximately 1,600 people will be evacuated north on U.S. 61 Highway to: a) Warranton Elementary School U.S. 61 Highway, South Vicksburg, Mississippi #636-7549 b) Cedars Elementary School U.S. 61 Highway, South Vicksburg, Mississippi #636-0176 3. Area 3 n. Boundaries are north by the Big Bayou Pierre and on the south by Little Bayou Pierre. Evacuation route will be marked over the county road system leading to State Highway 18 to Utica (Hinds County), Mississippi. Traffic capacities on county' roads used as evacuation routes is estimated to be 730 VPH. The time required to evacuate the above sectors and =cnes is estimated at I hours. b. Mass Cere Center 1. Approximately 2,000 vill be evacuated northeast on State Highway 18 4 to: a) Utica Junior College Highway 18, North Institute, Mississippi #885-6062 b) Utica Consolidated School Utica, Mississippi #885-8714. 1
4. Area 4 a. Boundaries are Port Gibson city limits bordered on the north by Little Bayou. Pierre, southeast of city limits (Sugar Hill) area along trace north to 547, then south on Mississippi 547 to Hazelhurst (Copiah County, Mississippi). The populace living inside the city limits of Port Gibson i and those just outside the city limits to the nortnwest will evacuate on Mississippi 547 to Hazelhurst. The time required to evacuate the sections has been estimated to be two hours. b. Mass Care Center 1. Approximately 3,800 people will be evacuated southeast on Mississippi Highway 547 to: a) Hazlehurst Elementary School and North Campus Elementary School 105 South Haley Street Hazlehurst, Mississippi 39083 b) Hazlehurst Elementary School, South Campus 435 Monticello Street Hazlehurst, Mississippi 39083 5. Area 5 a. Boundaries are bordered on the west by Bayou Pierre to Grand Gulf Road, the south city limits of Port Gibson, southeast of Gordon Station Road. Evacustion routes will be marked over the county road system to U.S. 61 Highway South. Southerly on U.S. 61 Highway to Fayette (Jefferson County). Mississippi. Area 5 touches the north boundary of Alcorn State University. If evacuation of the University becomes necessary, the students and faculty will evacuate on Mississippi 1
~.. __ 552 to U.S.-61 at Lorman then on U.S. 61 to Natchez, Mississippi. The time required to evacuate the area is estimated. to be 1 h hours. If the University is evacuated simultaneously, then the evacuation time is estimated to be 2 h hours, b. Mass Care Center 1. Approximately.2000 people will be evacuated south on U.S. 61 Highway to: a) Jefferson County Junior High School Highway 61 North i Fayette, Mississippi #786-3900 b) Jefferson County High School Highway 61 South and Highway 33 Fayette, Mississippi #786-3936 2. If the students at Alcorn University are evacuated, they will be sent south on U.S. 61 Highway thru Fayette to Natchez and will be housed at: a) North Natchez Adam High School Pineridge Road Natchez, Mississippi #442-4872 b) South Natchez Adam High School Sargent S. Prentiss Drive Natchez, Mississippi '6. Control of Access to Evacuated Areas Control of access on the county road system will be under the jurisdiction of local county officials. Control-of access on State and U.S. Highways will be exercised by Highway Departments and Highway. Patrol Personnel. Control of ~6-
access to evacuated areas within the City of Port Gibson will be under the jurisdiction of the Port Gibson Police Department.
SPECIAL EVACUATION AREAS Claiborne County has a few facilities which warrant special consideration during an evacuation. A. Schools 1. Public Schools (1,903 enrolled): a. Upon notification by the Tone Alert System and a back-up phone call by a county supervisor, the County Superintendent of Education will notify the three (3) school principals to initiate their evacuation plan. b. Each principal will have on hand the following information:
- 1) Number of pupils living in each area
- 2) Number of buses needed for each area 3)
ID card slip on each pupil (grades 1-6) i
- 4) Room or area to assemble for loading of buses when the evacuation notice is given.
The County Superintendent will instruct the principal of the junior c. high school to load up pupils who live in Area 1 and proceed to pick up pupils from the elementary and high schools. This bus will trans-port approximately 30 pupils to their (Area 1) Mass Care Center in Vicksburg, d. When the bus drivers are notified by the Tone Alert System, they will return to the. schools to prepare for evacuation. Each principal will have pre-assigned buses to transport pupils to e. their (Area) Mass Care Center where they will be joined by their parents. l ' l l
f. Pupils who drive cars (other than those who live in Area 1) will be allowed to return home to pick up family members, if necessary. 2. Private Schools: Chamberlain Hunt Military Academy Principal and Assistant Principal will be notified by the Tone Alert System. Back up notification will be by telephone. Chamberlain Hunt Military Academy will release their day students and let them return home to take family to their Mass Care Center. The boarding students will be trans-ported to a Mass Care Center in Hazlehurst, Mississippi. Claiborne County Education Foundation (CEF) Principal and Assistant Principal will be notified by the Tone Alert System. Back up will be by telephone. CEF will let the pupils leave with their brothers and sisters who attend Chamberlain Hunt Academy. The remaining students will be transported by buses provided by the county. The students will be transported to Ha:lehurst to be picked up by parents. B. Medical Facilities k'ithin Claiborne County there is one hospital, with approximately 45 beds, lo-cated in Port Gibson. Fewer than 20* of all patients would be non-a=bulatory, requiring ambulance service. Arrangements have been made v1th neighboring counties to provide school buses to transport patients. Arrangements have been made with the local ambulance service to provide the ambulances needed for those 4 patients requiring same. According to the administrator of the hospital, staff automobiles could also be utilized to assist in the evacuation as necessary. C. Detention Facilities All prisoners within Claiborne County are housed in either the Claiborne County Jail or the Port Gibson Jail. Arrangements will be made with law-enforcement _9_ . _ ~
-._ =_-. - C. Cont. officials in neighboring counties to transport Claiborne County prisoners and provide facilities as long as is necessary. METHODOLOGY The methodology used to obtain this information was a combination of
- 1) data obtained by a demographic study of the area conducted under the direction and supervision of Nuclear Crisis Relocation (NCP.) Planners of the Mississippi Civil Defense and the Claiborne County Civil Defense; and
- 2) discussion with Mississippi State Highway Department, Transportation Planning Division concerning actual design capacities for the rural and major roadways within the area.

TRANSPORTATION Private automobiles will be the primary means of vrans-3 portation. The Demographic Survey of the Parish has identified those households with transportation: Zone I: St. Joseph and Vicinity 570 vehicles / households Zone II: Newellton and Vicinity 427 vehicles / households I I The Parish Survey has also identified those persons without I transportation. W SPECIAL EVACUATION AREAS Tensas Parish has a few facilities which warrant special consideration during an evacuation. A. Schools Those schools within the affected area will be notified by telephone or other means if the need to evacuate arises. According to school officials, school buses could arrive F at schools within approximately thirty (30) minutes af ter i being called. It is assumed that evacuation of schools +T could begin approximately thirty (30) minutes after they receive notification to do so. r F B. Medical Facilities Within Tensas Parish there is one hospital and one nursing F l home.. Both facilities, located in Newellton and adjacent to one another are operated by the Sis +ars of Charity. Total beds for both facilities are 80. Fewer than 10% of all patients would be non-ambulatory, requiring ambulance L. service. Arrangements have been made with neighboring { parishes to provide school buses to transport patients. t Arrangements have been made with the local ambulance service to provide the ambulances needed for those patients I requiring same. According to the administrator of the hospital and nursing home, it would take approximately ( L thirty (30) minutes to evacuate all patients. { 5 L
C. Detention Facilities All prisoners within Tensas Parish are housed in the parish courthouse in St. Joseph. Arrangements have been made with law-enforcement officials in neighboring Concordia Parish south of Tensas. Law-enforcement vehicles will be dispatched from Concordia Parish to transport and house Tensas prisoners. CONFIRMATION Confirmation will begin thirty (30) minutes after warning has been given. Police units will begin with outlying areas, { and work back to corporate areas.
