Dear Mr. and Mrs. Neuman:

Your letter dated April 22, 1980 provided coments regarding the operation of the Big Rock Point Nuclear Powar Plant which is within a ten-mile radius of your residence. You stated that decisions regarding the Big Rock Point ^',nt should be based on the health and safety of the people and not on the prot. aility of the nuclear plant.

I assure you that the NRC considers the safety of the public as paramount in its evaluation of proposed actions by licensees. Our evaluation of safety-related issues is documented in our Safety Evaluation Reports. Also considered in our evaluations are the effects on the environment.

You also stated that Consumers Power Conpany management is one of the poorest in the industry. You may be interested to know that throughout the year the NRC will be evaluating the owners of all nuclear power plants against specific criteria.

The result of these evaluations will provide a yardstick to judge the relative performance of each utility.

I hope that this letter is responsive to your concerns.

No informed persons with good judgment would invest in such a company.
