PROVISIONAL OPERATING LICENSE NO. DPR-45 IE BULLETIN NO. 80 POSSIBLE LOSS OF EMERGENCY NOTIFICATION SYSTEM (ENS) WITH LOSS OF OFF-SITE POWER

Dear Mr. Keppler:

In response to IE Bulletin No. 80-15 enclosed with Reference 1, we have determined the Emergency Notification System (ENS) is powered off-site from a reliable power supply backed by batteries and a diesel generator located in the Genoa, Wisconsin station of the Vernon Telephone Cooperative, Inc.

Loss of off-site power at the reactor site would not result in a loss of communications between our Power Reactor Facility and the NRC Operations Center via the Emergency Notification System (ENS).

The telephone system is tested weekly by the telephone cooperative for proper operation of the backup power supply and no special test for loss of off-site power is deemed necessary.
