Thh refers to your December 28, 1979 request for route approval for the shipmerit of spent fuel from Waterford, Connecticut to Pleasanton, California, and to your April 21, 1980 request for a change to the approved route.

We have determined that the review of licensee route approval requests is subject to the Commission's license fee schedule in 10 CFR 170.

For materials licenses, fees for the review of route approva' requests will be assessed under Category 13 of Section 170.31, as speci:21 projects.

In accordance i

with Footnote 8 of Section 170.31, the charge for the review would be determined by the Commission based on the professional manpower required to conduct the review.

In determining the fee to be charged, only actual staff time expended in the review of the route request is used to calculate the fee; the route (field) survey conducted by the NRC staff is excluded from fee computation.

The review of your requests for route approval was completed April 17, 1980 and April 30, 1980 (copies enclosed).

The cost of the review amounted to

$1,368 (36 man-brs. @ $38/ man-hr.).

We have notified the NRC Office of the controller to issue your Company an invoice for the fee.

We apologize for the delay in notifying you of the fee requirement for route approval reviews.
