Dear Mr. Keppler:

This letter is submitted as Detroit Edison's final report on the 10CFR50.

55(e) item concerning problems with terminations to Icceptacles in the Main Control Room Panels 601, 602, and 603 at the Fermi 2 Site.

The problem was initially reported by Mr. H.A. Walker of the Detroit Edison Quality Assurance Department, to Mr. P.A. Barrett, of NRC-Region III, dur-ing a NRC On-Site inspection. It had been noted at that time by Start-Up, that a number of wire connections to the terminations on the receptacles of some G.E, supplied panels appeared to be loose. Subsequent investigation revealed that both the number 20 and number 16 wire used in the panels were involved. In addition to this, a problem was noted in the cutting and breaking of strands in the number 16 wire.

G.E. has completed their investigation and have concluded that retermina-tion of the wires is required to insure proper operation of the panels.

The apparent cause of the problems was improper crimping. G.E. has pro-cessed a Field Deviation Disposition Request (FDDR), whose disposition authorizes the work required to reterminate tne #16 and #20 AWG wire ter-minations on Panels 601, 602 and 603. The procedure for rework is a part of this FDDR and includes qualification tests for operators, and daily calibration inspections of the crimping tools. Full tests will be per-formed to assure satisfactory crimps. The rmork is scheduled to begin on July 7, 1980.
