Dear Mr. Denton:
BaltkmoreGasandElectricCompanyherebyrequestsanAmendment to Operating Licenses DPR-53 and -69 for Calvert Cliffs Uni,ts 1 and 2, respectively, with.the submittal of the following proposed Technical Specification chang'e.
Due to the amount of personnel radiation exposure being accumulated pending the approval of this request, we urge your prompt consideration. This matter has been discussed with your Staff in several recent telephone conversations.
TECHNICAL SPECIFICATION CHANGE Change Paragraph h.5 1.b and add Paragraph h.5.1.f as shown on the attached marked-up page.
BACKGROUND Due to leakage through the internals of the isolation valves on the Safety Injeation (SI) Tank fill lines and then through the recirculation line and into the Reactor Coolant Drain Tank, the volume of several of the SI tanks has been 3ecreasing so as to require refilling in accordance with Technical Specification 3/h.5.1 every day on Unit No. 2 and every 3 to k days on Unit No.1.
Each of these refilling operations requires a contain-ment entry to sample the SI tanks' boron concentration.
This results in personnel radiation exposure of 30 ho mrem (gamma plus neutron) per entry plus additional exposure incurred in performance of Technical Specification h.6.1.3 (Containment Air Lock Leak Checks) and is inconsistent with our desire to maintain plant exposures as lov as reasonably achievable.
DISCUSSION AND JUSTIFICATION The proposed change is being requested to limit the number of containment entries and associated amount of personnel radiation exposure presently being required to maintain SI Tank volume. We are scheduled to j
locate and repair the valves which are leaking during the respective upcoming

Pending these repairs, which require a cooldown and drain (approx. 5 day outage), we propose to sample the SI ~ tank fill path at the HPSI pump discharge prior to_ filling the tank rather than sample the tank itself after filling. Our present practice is to flush the fill line from the Refueling Water Tank (RWT) to the SI Tank at 90 gpm for at least 10 minutes into the RC Drain Tank, sample the solution at the HPSI pump discharge to ensure proper boron concentration, and then to fill t' e SI tanks. Our proposed change vould retain this practice, which has proven effective in flushing any possible low-borated vater which may potentially have leaked back from the primary loop. We vill continue to sample the SI Tanks every 31 days as presently required by Technical Specification h.5.1.b.
In discussions with your Staff, it was determined that it may be acceptable to permanently modify the Technical Specifications as shown in i
the attached sheet.
If so, ve request that such action be taken. However, in the interest of expediency, if it appears that extensive time may be required to grant the permanent change, we request that the change be granted on a te.2porary basis until repairs are completed.
SAFETY REVIEW AND PEE DETERMINATION
.The i plementation of the proposed alternative sampling mode for the SI Tanks vill not result in a decrease in overall plant safety in light of the fact that the fill line is flushed and sampled prior to filling the SI Tanks. In addition, SI Tank boron concentration is still sampled once every 31 days.
The Plant Operations and Safety Review Committee and Offsite Safety and Review Committee have reviewed the proposed change and have concluded that it vill not result in an undue risk to the health and safety of the public.
We have determined that the proposed change constitutes a Class III and a Class I Amendment pursuant to 10 CFR 50.170 and accordingly a check in the amount of $h,h00.00 is enclosed.
