Cod. 517 788-0 550 July 11, 1980 Mr James G Keppler Office of Inspection and Enforcement Region III US Nuclear Regulatory Cc= mission 799 Roosevelt Road Glen Ellyn, IL 60137 DOCKET 50-155 - LICENSE DPR BIG ROCK POINT PLANT - RESPONSE TO IE BULLETIN NO 80 CONTAMINATION OF NONRADI0 ACTIVE SYSTEM AND RESULTING POTENTIAL FOR UNMONITORED, UNCONTROLLED RELEASE OF RADIO-ACTIVITY TO ENVIRONMENT IE Bulletin No 80-10, Contamination of Nonradioactive System and Resulting Potential For Unmonitored Uncontrolled Release of Radioactivity to Envirorsent, dated May 6,1980 requested a review of facility design and operation to identify nonradioactive systems that can potentially become contaminated and establishment of routine sampling / analysis or monitoring progra= for these systems in order to promptly identify any contaminating events which could lead to ursonitored, uncon-trolled liquid or gaseous releases to the environment, including releases to on-site leaching fields or retention ponds.

Consumers Power Company has taken the actions stated above and documentation of such actions is available to the NRC for review during future on-site inspections.

In the event a neuradioactive system bacomes contaminated, a 10 CFR 50.59 safety evaluation vill be completed for continued operation of the affected system. If it is deter =ined in the 10 CFR 50.59 safety evaluation that operation of the sys-tem as a radioactive system is acceptable, conformance to 10 CFR 20.201, General Design Criterion 6h to 10 CFR 50, Appendix I to 10 CFR 50, the facility's Techni-cal Specifications and dose limits of h0 CFR 190 vill be adhered to.
