7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET N0. 50-344 PORTLAND GENERAL ELECTRIC COMPANY THE CITY OF EUGENE, OREGON PACIFIC POWER AND LIGHT COMPANY NOTICE OF ISSOANCE OF AMENDMU4T TO FACILITY OPL' RATING LICEN.'E The U. S. Nuclear Regulatory Comission (the Comission) has issued Amendment No. 45 to Facility Operating License No. NPF-1, issued to Portland General Electric Conpany, the City of Eugene, Oregon, and Pacific Power and Light Company (the licensees), which revised the license for operation of Trojan Nuclear Plant (the facility) located in Columbi,a County, Oregon. The amendment is effective as of the date l
of issuance.
The amendment adds a License Condition which allows the insertion into the reactor core, for cycle 3 operation, of two fuel assemblies each containing a maximum of three dumnly, stainless steel rods.
The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations. The Comission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not required since this amendment does not involve a significant hazards consideration.

7590-01 The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and thr.c pursuant to 10 CFR 51.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
