Georgia Power Company Plant E. I. Hatch Baxley, Gerogia Reportable Occurrence Report No. 50-366/1980-095.

During steady state operation and while performing lRU'-2-3123, MSIV LCS Blower Operability, the flow indicator for " A" MSL Inboard Leakage Control System pegged upscalo and would not return to zero.

The "A".MSL Outboard Indicator was still operable. This is a non-repetitive event.

There was no effect on sate plant operation and the health and safety of the public was not affected.

The reason the flow indicator failed upscale was due to debris being built up on the flow element float and the float was clightly bent causing it to hang upscale. The float was straightened and cleaned and the indicator recalibrated and returned toservice.

Surveillance was performed with satisfactory results.

Unit I was not affected because it does not have MSIV Leakage Control System.

No inherent problems were found during the generic review. This system is only' utilized on Unit.II e
