Gentlemen:
This letter proposes changes to Arkansas Nuclear One - Units 1 & 2 (ANO-1 & 2) Technical Specifications Sections 4.19 and 3/4.3.3.8, respectively. lhese changes are requested for the reasons discussed below.
Testing smoke detectors in the Reactor Buildings while the reactors are critical has become a problem since such testing in a typical 4
300 MR field is not consistent with alARA concepts. The proposed Technical Specification changes WoJ1d delete the requirement for testing Reactor Building smoke detectors while the reactors are critical. The redundancy of this sytem is 'such that plant safety will not be compromised by this change since only 50% of the detec-tors need to be operable to declare the system operable.
The applicable ANO-1 & 2 Technical Specification pages are included with asterisk and vertical-lines noting the proposed changes.

amendment request to require a Class III fee as it involves a single safety issue and a duplicate amendment for each unit.
