Appendix A NOTICE OF VIOLATION Union Electric Company Docket No. 50-483 Based on the results of the NRC inspection conducted April 7-25, 1980, it appears that certain of your activities were not conducted in full compli-ance with NRC requirements as noted below. This item is an infraction.
10 CFR 50, Appendix B, Criterion III and SNUPPS PSAR paragraph 17.1.3, re-quires that applicable regulatory requirements and the design basis.

SKUPPS PSAR Chapter 3, Design of Structures, Components, Equipment and Systems Table 3.2-1, refers to ASME Section III as a principal construc-tion code. ASME Section III, Subsection NF, requires that material greater than 1 1/2 inches in thickness be pre-heated to 200*F.
Contrary to the above, piping hangers and restraints have been welded to structural members greater than 1 1/2 inches in thickness using a preheat of 60 F as specified on the weld control record form.
