)

THE DETROIT EDISON COMPANY ) Docket Nos. 50-452

) 50-453 (Greenwood Energy Center, )

Units 2 and 3) )

REQUEST FOR WITHDRAWAL OF APPLICATION On March 24, 1980, the Board of Directors of The Detroit Edison Company (" Detroit Edison") announced their decision to cancel plans to construct two nuclear power reactors at the Greenwood Energy Center. Given the sub-stantial uncertainties now associated with building and licensing a new nuclear power plant, the Greenwood units can no longer be expected to be completed as scheduled or within current estimates of cost. Therefore, Detroit Edison has decided that to continue with the design and l

engineering of the units would not be a prudent allocation  ;

1 of its resources. 1 Detroit Edison filed its application for licenses to j i

construct, possess, use and operate the Greenwood nuclear i

units on June 4, 1973. A notice of hearing on the application l was published on October 30, 1973. 38 Fed. Reg. 29,908.

s Accordingly, this request for withdrawal is being submitted to the Atomic Safety and Licensing Board.

Pursuant to 10 C.F.R. S 2.107, Detroit Edison hereby requests permission to withdraw its application for licenses without any prejudice to Detroit Edison or its right to apply for utilization facility licenses at a future date.

Detroit Edison further requests that all documents or information submitted to the Commission in connection with the application, which Detroit Edison or its contractors have sought to have withheld from public disclosure pursuant to 10 C.F.R. S 2.790, continue to be withheld from public disclosure. If the Commission at any time determines not to withhold any such documents or information, DetrQit Edison requests that it be notified of such determination pursuant to S 2.790 (c) .
