Dear Mr. Keppler:

This letter is submitted as Detroit Edison's final report on the 10CFR50.

55(e) item on damaged penetration assemblies.

The problem was initially reported on August 24, 1979, in a telephone ca1.1 from Mr. H.A. Walker, of Detroit Edison's Quality Assurance Department, to Mr. R.C. Knop of NRC-Region III. At that time, it was determined that Pri-mary Containment Penetration X-17 was damaged.

Further investigation re-vealed that sixteen (16) Type I penetration assemblies, which were manufac-tured by Tube Turns, had been installed in a misaligned condition.

An engineering evaluation of the problem with the sixteen (16) assemblies has been completed and changes have been made to penetration X-17.

The assembly manufacturer, Tube Turns, has determined that the as-installed displacements should not reduce the bellows life below that which was re-quiced by the Design Specification for all Type I assemblies. The vendor's evaluation of the misalignment is contained in Report No. 71143-1, Revision 1, which is available for review at the Site.

In addition, each bellows has been sucessfully leak tested in accordance with vendor procedures. Therefore, all Type I penetration assemblies vill remain in their present locations, and further corrective action is not required.
