Dear Mr. Reid:

Your letter of April !!,1980 requeste' d the District t submit a revised Technical Specifications based on the Fire Protection Standard Technical Specifications.

In your Fire Protection Safety Evaluation Report '(SER) dated February 28, 1978, you provided a schedule for completion of all required nodifications at the Rancho Seco Nuclear Generating Station.

All modifica-tions were receired to be completed by the end of the 1979 refueling outage,

which did not ccmnence until early 1980 due to outages which occtrred in 1979.

The SER clso identified many areas where you needed further informa-tion to fully evaluate cur facility's fire protection capability, and we have subsequently provided you with that in forma t ion.

Based on our submittals, you have found all fire protection modifications that we have proposed to be acceptable.

Therefore, it is now appropriate for us to revise our Technical Specifications to conform to the Standard as requested by you, District proposes to amend its operating license DPR-54 for Ra.nc Nuclear Generating Station No.

1, by submitting Proposed. Amendment No. 68, on June 19,'1980.

Today, we are submitting forty (40) copics'of Proposed Amendment flo. 68, which incorporates the pertinent and applicable changes suggested and requirca by your staff.

This submittal is exempt from the requested Class t il fee under the provision of* Footnote 2 to 10 CFR 170.22~.

Footnote 2 does permit the exemption of certain types of license amendments i

from fees.

These are:

Those in fee Classes I, il and ill which result from written Commission request provided that they have only minor safety significance, are to simplify or clarify the license or Technical Specifications and are being issued for the con-venience of tae Commission, and 80 0 710 0 <1CN3 ~
