CHAIRMAN AHEARNE:

I would like to have two votes.

3 We are going to discuss the U.

S. - Canadian agreement, which 4

is at the moment a classified document. 'So I would like to 5

first vote to hold this on less than one week's notice.

The purpose of calling the meet-ing is in order to address the SECY--80-191,which'is an mnendment to the U.

S.

- Canadian agreement for cooperation.

The issue has come up because there'is a 60 day lying in wait in front of the Congress requirement.

And in order for that to get done, the State Department has asked if we would consider it so that they could have Mr. Vance sign it on 16 Wednesday during a trip to Ottawa, and I believe we ought 17 b at least let the State Department know one way or the other.

18 MS. HARDING:

I think it goes to the President 19 before.

He has to sign it.

20 CHAIRMAN AHEARNE:

Sam,we stand at the moment 7 21 MR. CHILK:

There are four votes in favor of it, 22 Commissioner Bradford requesting that his comments be 23 included in the proposed letter, and I think you have seen 24 them.

I believe Mr. Gilinsky has.

So the purpose of the meeting 2

really is to explore, I think, at Commissioner Gilinsky's --

3 to;see if we can -- whether we have -- there are people 4

here:that might be able to help address any questions you 5

might have.

6 COMMISSIONER GILINSKY:

I do not have any particular 7

question on this.

CHAIRMAN AHEARNE:

Well, I guess, would you either, g

9 a,'wish to vote or, b, permit us to go ahead.

COMMISSIONER GILINSKY:

Sure.

10 COMMISSIONER HENDRIE:

Why don't we go ahead and 11 v te because then we have it done.

Well, no, I do not think it.

Although, I would say 8

that the Canadian agreement falls in a rather different

categoryuthan other agreements.

We. used' to have ar.

agreement with the Canadians that did not have any of this 21 inspection whatsoever, which was the close relationship 22 with them.over the years.

I think I have to approve this in 23 that vein.

But, as Mr. Bradford notes, there are certain 24 aspects about this agreement that concerned us in other --

in the case of other agreements.

And I think --

2 CHAIRMAN AHEARNE:

indicate you are joining with Peter?

4 COMMISSIONER GILINSKY:

I think I should make 5

clear to you that I consider the Canadian agreement of a 6

different character than others.
