SUBJECT:

MEETING WITH WALTER BUTLER ON THE ICE CONDENSER CONTAINMENT On June'13, 1980, Walter Butler (Chief, Containment Systems Branch, NRR) briefed Commissioner Gilinsky (I was the only other person in attendance) on alternate methods for controlling hydrogen in ice condenser containments, particularly as they may relate to the Sequoyah plant.

Mr. Butler summarized the following matters:

the staff interim position on Mark I and Mark II containments; the recent ACRS meeting on the subject; the design objective of the ice condenser containment; the halon, inerting and distributed ignition methods for mitigating the effects of hydrogen and the staff recommendation that no additional measures be required of ice condenser containments pending a rulemaking.

It was noted that the proposed floating nuclear plants had the ice condenser concept.

Commissioner Gilinsky asked, in view of the relatively small size of the ice condenser containments, their relatively low design pressure and their consequent inability to cope with the quantity of hydrogen evolved at TMI, why the manufacturing license for these plants should not be revoked.

Mr. Butler noted that the application was still before a Board.

In accordance with Section 2.780(c), Commissioner Gilinsky asked that the parties to the Floating Nuclear Plant proceeding be notified of the thrust of this meeting.
