SUMMARY

OF MEETING HELD ON JUNE 5,1980 WITH BALTIM0RE GAS & ELECTRIC COMPANY CONCERNING THE OFFSITE POWER SOURCES FOR THE CALVERT CLIFFS PLANT A meeting was held at Bethesda, Maryland on June 5,1980 to discuss the offsite power sources for the Calvert Cliffs Nuclear Power Plant. Represent-atives from Baltimore Gas & Electric Company and the NRC staff were in attendance. A list of attendees is enclosed.

This meeting was requested by BG&E to obtain a staff interpretation to the Technical Specification. The concerns were:

First, is the Technical Specification about using Southern Maryland Electric Cooperative (SMECO) 69KV line as a backup offsite power source for the plant explicit enough?

Second, is the manual switching to use the SMEC0 line adequate in regards to its reliability?

The questica about capacity adequacy was brought up by the NRC staff and answered by BG&E. After extensive discussions, the staff agreed that the conclusions in the Safety Evaluation for the license amendments are still valid. These conclusions are that: (1) the SMEC0 line used as a backup offsite power source does satisfy General Design Criterion 17 (GDC 17) of 10 CFR 50 Appendix A, and (2) the capacity of the system is sufficient to operate a full complement of essential auxiliaries for one reactor under LOCA conditions and the equipment necessary to attain and maintain a safe shutdown in the remaining unit. As a backup power source, it does not have to meet auto-switching criterion.

The NRC staff concluded that the system meets the safety requirement, and agreed to look into the adequacy of Technical Specification. We agreed to provide some suggested Technical Specification for BG&E early in the week of June 9-13.
