SUMARY OF MAY 13, 1980 MEETING ON FIRE PROTECTION CRITERIA TO BE USED FOR THE REVIEW OF COMANCHE PEAK Summary A meeting was held at NRC Headquarters, 7920 Norfolk Avenue, Bethesda, Maryland on Tuesday, May 13, 1980.

The purpose of the meeting was to discuss the fire protection t..iteria and requirements given in the Standard Review Plan Section 9.5.1 and Summary of Meeting held on January 10, 1980.

We also discussed NRC staff experience and the background to staff positions given in the above dccuments.

Meeting Details We discussed the staff views on separation distances between unprotected cabletrays or equipment in redundant safety divisions.

The staff relates acceptability to loss of function for the equipment that could be impacted by a fire.

That is, the more vital the equipment is to the safe shutdown capability, the more carefully the staff will review separation dist71ces.

Further discussion of staff separation criteria is given in Enclosure 1 to the Summary of Meeting held on January 10, 1980.

We require an effective program of administrative controls to limit the quantities of combustible materials that might be moved into any safety-related area.

However, we do not consider administrative controls a'one as a satisfactory protection against transient fires.

Therefore, our review will assume a transient fire in any area outside the containment.

We also discussed the types of trainsient fires hypothesized for our evaluar. ion and the bases for them.

In addition to the fire protection reviews documented in the earlier meeting summary, we noted the recent issuance of NUREG-0011, Supplement No.1, " Safety Evaluation Report Related to the Operation of Sequoyah Nuclear Plant, Units 1 and 2," February 1980.

We discussed the staff requirements for providing a capability for safe shutdown subsequent to a fire as presented in Enclosures 2 and 3 of the Summary of Meeting on January 10, 1980.

2 plants have elected to provide an alternate shutdown panel in lieu of providing a safe shutdown analysis as described in the referenced Enclosure 3.

Our experience has been that providing acceptable instrumentation and reactor makeup are two areas that require special attention in meeting the safe shutdown criteria with the alternative shutdown panel.

The applicant described a proposed Halon fire suppression system for the cable spreading room. We advised that we were not presently accepting Halon when not supported by a fixed water system because of a lack of data on the Halon sistem suppressing deep-sested cable fires.

We will accept a test that proves that capability.

If the applicant chooses to conduct such a test, we suggest that we be given an opportunity to review the test plan, witness the test, and review the test report. We noted the forthcoming tests with Halon at the Sandia Laboratory.

A number of criteria on Branch Technical Position APCSB 9.5-1 were discussed to clarify NRC staff intent.
