This refers to the meeting which was held in the RIII office on March 22, 1977, at the request of the Consumers Power Company Director of Project Quality Assurance Services. Those persons in attendance at this meeting are listed in an enclosure to this letter.
The subjects discussed at the meeting were your plans to directly, or through an independent agent, perform the quality related activities of material and installation inspection and acceptance for the nuclear steam system components. We understand thst you intend that t.his program will relieve the constructor from any responsibilit.y beyond the actual installation. In addition, your represent-ative indicated that the program had not been completely formulated and that, upon completion of the planning, this information would be communicated to the office of Nuclear Reactor Regulation (NRR) for their review.
The Region III representatives suggested that a discussion with the Quality Assurance Branch of NRR would be helpful in the development of a program which would be found accept-able to '.he NRC.
It ic our opinion that this meeting was beneficial and the discussions contributed to a better anderstanding of the Coasumers Power Company's intentions regarding the quality assurance program changes.
