Non-Routine, Non-Radiological Environmental Report No. 50-313/75-28

Report Date:
5/13/75 3.
Occurrence Date:
5/5/75 51acility:
Arkansas Nuc1 car One-Unit 1 4.
Russellville, Arkansas 5.
Identification of Occurrence:
Samples taken in the intake and discharge canals on the aftermoon of May 5, 1975, indicate that chemical _ concentrations of 4 parameters
. increased across the plant in excess of Environmental Technical Speci-fication limits:
(a) Sodium nitrite, *(b) Turbidity, (c) Ammonia, (d) flydrazine.
,6.
Conditions Prior to Occurrence:
Reactor Power Mh'th Steady-State Power Mh'c llot Standby Net Output Percent of Full Power
's Cold Shatdown Load Changes During Rou. tine
- Refueling Shutdown Power Op'cration Routine Startup' X
Operation routine Shutdown.
t,mration!
Other (specify).
Plant was.in startup mode of operation following a prolonged shutdcwn for maintenance.
P 7.
Description of Occurrence:
Comparisonoflabanalysesperformedonsampiesfromtheintakeanddis-charge canals show that' chemical concentrations ' increased-in' excess of ETS limits as follows:
PARAMETER UNITS
, INCREASE ETS LIMIT 0.005 Sodium Nitrite mg/1-0.25 Turbidity 20 10 Ammonia' mg/l
,1.44 0.05 Hydrazine-mg/1 9.214 0.05
^
Samples were taken while.the neutralizing tank was being drained into the h-discharge canal. No'other liquid releases were being made and no screen j.,
. washing and/or trash grinding was in progress.

11 0. Corrective Action:
(a) ' Sodium' Nitrite In' terme'diate cooling water system and plant heating system is being interrogated for leakahe.
(b) Turbidity Investigating to determine'if samples taken are truly representa-tive of lake conditions.
(c) Ammonia None.
(See Item (c) on attached sheet.)
(d) liydrazine i
None.
(See Item (d) on attached sheet.)
In total, sampling locations are being investigated to determine the most appropriate lo:ation for collecting meaningful data. Also, as some technical specification limits which were violated are recommended rather than required, these limits are being evaluated to determine their relativity to realistic plant operation and to realistic detec-t
~ tion limits.
l 11.
Failure Data:
The circumstances of this report concerning turbidity are similar to those reported in Non-Routine, Non-Radiological Environmental Reports No. 50-313/75-25 through 50-313/75-27.

DESIGNATION OF APPARENT CAUSE OF 0CCURRENCE (a) Sodium Nitrite Intermediate Csoling h'ater System and Plant !!cating System is known
.to have some leakage.
(b) Turbidity It is believed that samples taken are not truly representative of lake conditions.
I-(c) Ammonia Discharges of ammonia are common when draining the neutralizing tank.
Unusual amounts of hydrazine_were being used to scavenge oxygen out of the condensate and feedwater system during.startup following a l
prolonged shutdown for maintenance (which included condenser work.. -
~~
and the usual increased air leakage following such work).
Ammonia
'is formed in the~ chemical reaction'of hydrazine with oxygen.
l l
(d) Ilydrazine I
I Discharges of hydrazine are common when draining the neutralizing Ilydrazine concentration was probably higher than normal during tank.
l, this release because plant was in startup mode of operation following as prolonged shutdown for maintenance and hydrazine concentrations in the condensate and feedwater system had been higher than normal.
