Environmental Technical Specifications
Dear Mr. Giambusso:
The purpose of this letter is to inform you of the progress and steps we are taking to develop permanent corrective action relative to Non-Routine, Non-Radiological Environmental Reports No. 50-313/75-25 through 50-313/75-35.
As noted in these reports, we have been reviewing our Environmental Technical Specification limits on chemical discharges with the /xkansas Department of Pollution Control and Ecology. These specificaticns should be finalized and submitted to you by June 27, 1975.
Investigation of our t mpling procedures have revealed that those tech-niques being used are not supplying meaningful data. We are, therefore, implementing several procedural changes to alleviate this problem.
Several sample system designs have also been proposed to ensure that consistent and related sampics may be collected each time. This will involve locating sample stations directly at the intake screens and at the mouth of the discharge flume. As noted in Non-Routine, Non-Radiological Environmental Reports No. 50-313/75-25 through 50-313/75-35, the basis for comparison between the Illinois Bayou (intake) and the Arkansas River (discharge embayment) is meaningless as two entirely different bodies of water are being compared.
The proposed sampling system will analyze only that water which enters or leaves the plant, thus providing informative data concerning plant impact on water quality.

..-.... 4 Mr. A. Giambussa The environmental impact of those occurrences reported in the above mentioned Non-Routine, Non-Radiological Environmental Reports is minimal, Significant natural fluctuations of chemical concentra-if any at all.
tions in the Illinois Bayou and/or Lake Dardanelle have been noted at times wher the plant could not have possibly been a contributing factor.
h changes and actions mentioned in this letter will make our environ-mental monitoring program a much more reliable and consistent program by which we may fully recognize and evaluate the impact of station operation on Lake Dardanelle.
Very truly yours, Q/ /
