Dear Mr. Muller:

Thank you for your letter of October 25, 1972 and enclosures.

We appreciate the opportunity to submit comments on the draft environmental impact statement prepared by your staff in respect of the proposed Arkansas Nuclear Power Reactor Sta tion, Lake Dardanelle, Arkansas.

We note the absence-in Section 9 (" Alternative Energy Sources and Si tes") of a. y considera tion of the potential of Geothermal Energy and its availability to the applicant.

The United State: Geological Survey as well as Arkansas Sta te a u thori ties have studied various aspects of that potential. It is a reported fact that there are obvious surface thermal manifestations in Arkansas. E.g., Waring, G.A., 1965, Thermal Springs of the United States and other countries of the world -a summary: U.S. Geol. Survey Prof. Paper 492. Several priva te companies have studied that potential.

We are aware of the applicant's stated view of November 5, 1971 that its " service area is not such that (geothermal) sources would be applicable even if technology were available." We view this conclusary sta tement as unsupported by any substantial facts or critical analysis.

We are of the view that t .'s e converse is true.

As far as technolocy is concerned, Pacific Gas and Electric l Company has operated Geothermal power station in California since 1960. l It now has about $40 million invested in 8 units and is planning to i augment its 302,000 kw installed capacity. 110,000 kw are planned for 1973, 118,800 kw for 1974 and a single 140,000 kw unit for 1975. Other l proven ins talla tions are located in New Zeeland, U.S.S.R., Japan, Italy and Iceland. At Cerro Prieto, Mexico a 75,l00 kw plant is about to begin operation. In so far as the draft statement fails to evaluate and appraise the nature and extent of Geothermal Energy potential and availability in Arkansas we view i t as deficient.
