Dear Mr. Giambusso:
Mr. D. R. Muller's letter of January 9,1975, to Mr. J. D. Phillips out-lined the L.C's recommendations for an expanded monitoring program to determine the significance of the recent fish impingements at Arkansas Nuclear One-Unit 1 (ANO-1) on the Dardanelle Reservoir fishery and to establish specific remedial action. We agree that alterations to our program are appropriate and actually had begun studying possible changes before receipt of the aforementioned letter. Specifically addressing the AEC recommendations, we wish to provide the following information (numbers correspond to those in the referenced letter):

Our current practice is to use land fill disposal of those fish collected for sampling and to grind up fish during other periods.
The design of the intake structure is such that the manpower requirements for collecting all fish impinged on a cor.tinuous basis are prohibitive. 'Iherefore we cannot implement your recommendation to discontinue grinding of impinged fi.th at this time. We would like to point out, however, that during the periods of bubble curtain testing (six (6) weeks per season) we are only grinding up fish one (1) day per week while at other times we are grinding fish when not monitoring per the Environ-mental Technical Specifications (ETS).
We are investigating design modifications to facilitate easier collection of fish for alternate disposal and will provide our proposed course of action and a schedule for implementation by February 14, 1975.

The impingement sampling program required by the ETS is currently supplemented by a test program to determine the efficiency of the air bubble curtain in the intake canal. - These combined pro-grams exceed the ETS requirements and approach the recommendations in the referenced letter.. We are studying the AEC recommendations and will submit proposed changes to the ETS by February 14, 1975,
-to modify sampling programs to meet the intent of the recommenda-tions and will impicment them on AEC approval.

We feel that.our current thermal monitoring provides sufficient data to correlate water temperature to observed impingement.
In general, a comparison of average data from a five (5) year period of temperature readings in the Illinois Bayou to present condenser water box temperatures indicates that the water box temperature is The continuous representative of the Illinois Bayou temperature.

4 We have asked our _onsultants to make recommendations to us for modifications to present sampling programs or for a new program which could be used to estimate the population of threadfin shad in the Dardanelle Reservoir. They are studying previous programs used at other locations to determine the best methods to be used in this study. We will provide details of this study and an implementation schedule by February 14, 1975.

Our consultants are developing a laboratory study program of the effects of reduced temperature on the swim speed and behavior of shad which we will outline in a report to the AEC by February 14, 1975.

We have had reports from our consultants and others of natural winter die offs of threadfin shad in reservoirs (in particular Dardanelle Reservoir) and of previous fish population studies which have shown fluctuations in the shad population which can be attributed to nothing other than natural winter die off.
We are gathering this information and will provide it to the AEC by February 14, 1975, although it appears that quantitative data is not availabic.
