Notice is hereby given that the U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 12 to Facility Operating License No. DPR-51, issued to Arkansas Power &, Light Company (the licensee), which revised Technical Specifications for operation of the Arkansas Nuclear One -
Unit No. 1 (the facility) located in Pope County, Arkansas.
The amendment is effective as of its date of issuance.
The amendment (1) provides for the removal of surveillance capsules during the remainder of Cycle 1 speration, (2) revised Technical Specifi-cation 4.2.7 to conform'with Apperdix H to 10 CFR Part 50, (3) alters the charcoal filter requirements for the Hydro' gen Purge System to permit reactor operation until the end of Cycle 1 with available spare filters installed in the system and (4) increases the frequency of gross radioiodine determination and establishes reporting requirements for significant changes in gross radioiodine concentration.

The applications for the amendment comply with the standards and requirements of the Attaic Energy Act of 1954, as amended (the Act), and the Commission's rules and igulatidbs.

Prior public 10 CFR Chapter I, which are notice of this amendment was not required since the amendment does not involve a significant hazards consideration.
The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 51.5(d)(4) an environmental statement, negative declaration or environmental impact appraisal need not be prepared in connection with issuance of this amendment.
