Arkansas Nuclear One-Unit 1 Docket No. 50-313 License No. DPR-51 Request for Waiver of Technical Specification Requirement Gentlemen:

Arkansas Nuclear One-Unit 1 Technical Specifications 3.14.1.b and 4.12.2.a as issued in Amendment No.10 to our operating license require a laboratory carbon sample analysis of the charcoal filters in the hydrogen purge system.

The criteria for this analysis require that the filter shows >90*6 radio-active methyl iodide removal at a velocity within 20% of system design, 0.15 to 0.5 mg/m3 inlet methyl iodide concentration >70% R.H.,

and >19;c.

It has been found that the perfomance of this analysis, due to the filter design, would cost more than a replacement filter which was tested by the manufacturer.

However, we have in stock replacement filters which were tested to different criteria than are specified in the Technical Specifications.

These replace-ment filters were tested to show >99% methyl iodine -131 removal at rated flow, 50 mg/m3 inlet non-radioactive methyl iodide concentration, 70'. R.H.,

and 150F. We plan to use these replacement filters and, due to the long lead time in purchasing other replace'ments, have installed two of these replacement filters in the hydrogen purge system during our present outage.

We feel that the difference in the requirements will not affect the perform-ance of the filter units and that their use will meet the intent of these specifications. All other requirements of Specifications 3.14 and 4.12 have been met.
