Arkansas Power S Light Company Arkansas Nuclear One-Unit 1 Docket No. 50-313 License No. DPR-51 Refueling Period Extension Request Gentlemen:
he Technical Specifications for Arkansas Nuclear One-Unit 1 currently define a refueling period as the time between normal refuelings of the reactor, not to exceed 24 months without prior approval by the AEC (NRC).
Since fuel was initially loaded in ANO-1 on June 5,1974, this period will expire on June 5, 1976. Bus, in compliance with Technical Specification 1.2.8, we request that the first refueling period for ANO-1 be extended an additional 6 months, i.e., to December 5, 1976.
We reasons for this extended first cycle are as follows:
1.
ANO-1 has been shutdown during this cycle for several extended periods. We major shutdowns were in March and April of 1975, in October 1975, in December 1975 and in January 1976.
In March 1976 the unit was shutdoun for inspection of the reactor vessel surveillance specimens and is not expected to be started up until the end of May 1976.
Rese outages and others of shorter duration are noted in the monthly operating reports for ANO-1 which have been submitted to the NRC.
2.
The first six calendar months of this cycle were a period of power ascension testing during which only 24 Effective Full 7.
Power Days (EFPD) of power generation occurred.

h first cycle was designed for 460 EFPD of which approximately 340 EFPD have been utilized prior to our current shutdown. We are currently planning to utilize further energy available in the fuel and extend the first cycle burnup to 490 + 10 EFPD.
Based on a projected startup date of May 30, 19 76, from our current outage, and a cycle burnup of 490 EFPD, we now plan to shutdown for our first refueling about mid-October 1976.
Extending the refueling period to December 5, as requested, will allow flexibility on the shut-down date and will allow time for performance of surveillance which is required.each refueling period.
We have reviewed the Technical Specifications and can find no places other than Specification 1.2.8 which require a change to accommodate to extended refueling period. Several surveillance specifications which require testing each refueling period were found to have limitations on the maximum time between tests. Specifically, Specification 4.4.1.2.5 requires local leak rate testing of reactor building isolation valves at a frequency not to exceed two years. These tests will be completed in that time frame. The other surveillance specifications with this type of limit are all associated with ventilation system tests which were incorporated in Amendment 10 on February 18, 1976. Thus, these tests, which must be performed evey 18 months, will not be affected by this extension.
For other surveillance which is required each refueling period, we do not
. feel that the extension would require added surveillance.
Section 4.0 of the Technical Specifications allows an adjustment to surveillance interval,s of + 25 percent to accommodate normal test and surveillance schedules. hhen this allowance is added to a 24 month refueling period, the maximum time between tests would be 30 months, which corresponds to the period requested.
Your prompt reply to this letter is requested due to the impending June 5, 1976, end to our refueling period.
