We have revie.. red your letter dated Janua'ry 12, 1973, concerning the -
reported violation in our pre-operational test program at Arkansas Nuclear One. We submit the following information in response to the item identified in Section I of the enclosure to the above referenced letter:
h e Plant Safety Committee reviewed and approved the AC Power System Energization Procedure, TP 400.03, on April 25, 1972.
After the Plant Safety Committee completed their review, TP 400.03 was not formally reviewed and approved by the Test Working Group as required for all pre-operational test proce-dures. This error was caused by confusion over whether TP 400.03 was originally intended to be simply an energization procedure or a pre-operational test procedure. However,'after review by the AEC Inspector, and re-review by the plant staff, it was clear that TP 400.03 did constitute a pre-operational test pro-cedure for which the Test Working Group's approval was required.
H erefore, TP 400.03 was reviewed and approved by the Test '
Working Group on December 8,1972.

The Plan for Pre-Operational Testing, OP. 1004.09, has been approved and fully implemented since the procedure TP 400.03 was initially approved by the Plant Safety Committee. The Plan for Pre-Operational Testing specifically-defines the pro-cedure to be followed in the development and approval of s11 pre-operational test procedures.
In addition, the addition to the plant staff of a Test Administrator, who has the respon-sibility for the control of all test procedures from initial development through completion of the test, will prevent a reoccurrence of this type of violation.
Full compliance with the Plan for Pre-Operational Testing and the FSAR was established with the Plant Superintendent's final review and approval on December 8, 1972.
