(v We have reviewed your letter dated May 10, 1973, concerning the reported violations in our startup testing activities.
We submit the following information in response to correspondingly-numbered items in the enclosure to your letter:
I.A.1.a.
This item has been reviewed by Arkansas Nuclear One plant personnel. As a result of their review, a new procedure l
will be written to control the use of bypasses and jumpers.
The review and approval of the new procedure for Bypasses and Jumbers is expected to be complete by July 1,1973. At this time OP 1004.09 will be revised to reference the new Bypass and Jumber procedure.
b.
This item has been reviewed by Arkansas Nuclear One plant personnel and corrective action taken. A detailed report of the action taken will be prepared and will become a part of the procedure. All appropriate test personnel have been made cogni:: ant of this noncompliance by memorandum dated May 17, 1973.
It is expected that work on TP 204.04 will be completed by July 1, 1973.

Significant deficiencies will bc reported, and 'eficiencies which may be significant but require further iluation for determination of signi-ficance will be pre ly identified to the AEC Regulatory Operations Region II office, following identification to Arkansas Power 4 Light Company Quality Assurance or Project Management.

Arkansas Power and Light Company (ANO-1) - A routine inspection was conducted at the Arkansas Nuclear One, Unit 1 site April 10 through 13.
Areas -inspected included previously identified outstanding items, emergency procedures, alarm procedures, operating procedures, preoperational test procedures, completed preoperational tests, and zero power and power ascension test programs.
Inspection findings revealed three violations of Appendix B to 10 CFR 50 involving failure to follow approved procedures.
In addi-tion, one violation of 10 CFR 50.55(e) involving failure to promptly notify Region II of a possible construction deficiency in an engineered safeguards system. These findings will be discussed in a notice'of violation to be sent to the licensee.
