seating the valve hard against the valve seat manually.

Analysis'of Occurrence:
Since cooling water is not needed until transfer of the decay heat pump to the reactor building sump during a LOCA, there was more than an adequate amount of time for the valve to be opened manually. This incident would not have affected the health and safety of th,e public.
