Dear Sir:
In your letter of May 28, 1969, copies of Offer of Services, Bidding Schedule, and Bid Data List pertaining to the Rancho Seco Nuclear Generating Station Unit No. I were transmitted to me.
As a regulatory group, our review of the design criteria and pre-liminary design aspects of reactor facilities for issuance of construction permits is based upon design information supplied by the applicants. With regard to Rancho Seco Nuclear Generating Station Unit No. 1, based upon our review of the Preliminary Safety Analysis Report, we issued a construction permit on tober 11, 1963.
If the applicant submits information on changes to his pro-posed design we would, of course, review such information.
In view of the foregoing, the information submitted in your letter of May 23, 1969 cannot be reviewed for the Rancho Seco Nuclear Generating Station in the context of our regulatory review of that case, and we are therefore returning the information supplied in your letter.
A brochure describing the regulatory review of licensed reactors is enclosed for your information.
