Rancho Seco Nuclear Generating Station, Unit No.1

Dear Mr. Engelken:

Please refer to your letter dated November 24, 1976 relative to stress corrosion cracks in stagnant, low pressure stainless steel piping containing boric acid solution at PWR's.

The program at the Rancho Seco Nuclear Generating Station, Unit No.1, for assuring the integrity of the safety related piping will be two fold.

First, a near tem program for hydrostatic testing of some accessible piping available during plant operation will be initiated. Secord, compli-ance with the requirements of Section XI of the ASME Code in accordance with 10CFR50, Section 50.55a will be accelerated for some of the accessible piping which is the subject of IE Circular 76-06.

Rancho Seco is currently operating at rated power. Not all the safety related piping subject to the stagnant conditions referred to in the subject circular is accessible or available for hydrostatic testing during operation. Therefore, a program of hydrostatic testing of those portions of the piping both accessible and available during operation will be initiated.

This hydrostatic testing will be, where possible, in accordance with ASME Section XI rules.

Where feasible, SMUD will comply with the requirements of Section XI of the ASME Code as required by 10CFR50, Section 50.55a. According to these requirements, the end of the first forty month inspection interval will occur at the second refueling during the fourth quarter of 1978. However, the District will accelerate this program and for the piping referred to in Circular 76-06, attempt to complete the first forty month inspection interval requirement during the first refueling, presently scheduled for October _1977.
