NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE

Notice is hereby given that the U. S. Nuclear Regulatory Commission (the commission) hasoissued Amendment No.:7. to Facility Operating License
~
No.-DPR-54 issued to Sacramento Municipal Utility District which revised
~
Technical Specifications for operation of the Rancho Seco Nuclear Generat-ing Station,-located in Sacramento County, California. The amendment is effective as of 1'ts-date of issuance.
The amend:nent >rovides for-(1) the removal of surveillance capsules during the remainder of Cycle 1 and (2) sutveillance Technical Specifications to confirm that no internal vent valves are stuck open.
The amendment implements' an exemption given by the Commission to allow operation of the Ranclio 7
.Seco reactor with the surveillance specimens removed from the reactor vessel during Cycle 1.
The:aphlicationfortheamendmentcomplies.withthestandardsand

- requirements'of the Atomic Energy Act of 1G54, as amended (the Act), and i
-the Commission's rules and regulations.
The Commission has made appropriate

- that pursuant;to 10 CFR 851.5(d)(4) an ' environmental statement, negat ve' declaration'or environmental impact appraisal need not be i
prepared in connection with issuance of this' amendment.
