Gentlemen:

We have reviewed and concurred with your findings on the inspection perfomed on May 31-June 1 and June 20-23, 1977 as dis-cussed in your letter of July 13, 1977.

(V You indicate a concern on the training program for person-nel on those aspects of quality assurance connected with work activi-ties at Rancho Seco. Our cuality assurance training program has been directed to explain both the 10CFR50, Appendix B criteria and how this requirement is met by the Quality Assurance Manual, Nuclear Operations.

In particular, this lack of training has resulted in insufficient documentation on design verification by our engineering staff.

The objective evidence to substantiate the design verifi-cation aspects of Quality Assurance procedure No. 2, paragraph 4 is not being completed as required. The training program will address itself to use of proper forms and records to achieve the desired documentation. We are reviewing the requirements to determine if the required forms can be modified and improved.

The infraction has been discussed with our engineering staff and an agreed on program of instruction has been outlined. The train-ing program will be completed within 60 days after refueling completion and the plant returned to operation.

It is our intention to review the documentation on the refer-enced motor control centers and assure proper documentation is avail-able for your inspector to review.

R. H. Engelken August 8, 1977 The failure to include Design Review dn our audit schedule was an oversight and has been corrected. The first audit will be conducted in this area prior to September 1,1977 with results to be reviewed at the first scheduled MSRC meeting after audit completion.
