October 29, 1976 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE-PNO-76-177 i

l This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The ir. formation presented is as initially received without verification e evaluation and is basically all that is known by IE staff on this date.

Facility: Sacramento Municipal Utility District RancheSeco, Docket No. 50-312

Subject:

, ALLECATIONS CONCERNDIG FABRICATION OF FUEL STOPAGE RACKS.

A reporter for a Portland, Oregon newspaper informed the Region V office on October 16, 1976 of a complaint received from an anonymous caller who claimed improper welding of spent fuel storage racks for Rancho Seco.- At the suggestica of Region V, the newspaper reporter

made arrangements for the Complainant to call the Region V office on October 18, 1976.

Region V inspectors met with the individual in Portland, Oregon on October 27, 1976. As a result, the original allegation which pri-i g

marily concerned poor workmanship, were expanded to include the i

following.

(1) Possible falsification of welder qualification test results.

s (2) Falsification of inspection documentation.

(3) Welding performed without approved procedures or failure to follow procedures when approved procedures were available.

(4) Presence of cracked welds in the finished racks.

(5) Poor workmanship.

The licensee will be informed of the allegations on November 1, 1976, at which time arrangements will be made for an on-site inspection of f__

the fuel storage racks'and an investigation at the fabricator's shop

~

in Oregon. The storage racks are presently on site and being prepared 2

for installation into the spent fuel pool.

The IE:V Public Affairs Officer received an inquiry on October 28, 1976 regarding this matter from a newspaper reporter with the Sacramento Isa.

Both the Oregon and Sacramento newspapers will be briefed following the l

notification meeting with the licensee.

Ei The Complainant has repeatedly stressed his desire to remain anonymous.

Region V has agreed to protect his identity throughout its investigation.

This PN is issued for informstion because of the expanded allegations I

and increased media interest. The information is current as of 10:30 a.m. EST, October 29, 1976.
