SACRAMENTO MUNICIPAL UTILITY DISTRICT Application for With-(Ranctio Seco) holding Document from Public Disclosure Pursuant to Section 2.790 of the Rules of Practice of the Commission, the District hereby submits this Applica-tion for Withholding from Public Disclosure the whole of the document titled Functional Specification - Reactor Vessel, Specification Number CS(F)-3-22-T, a copy of which is attached hereto.
The afor(said document is submitted as part of Amend-ment No. 3 to District's Application in response to DRL ques-tion 4.5 of the Peter A. Morris Iceter to E. K. Davis dated March 21, 1968.
The District's reasons in support of this request are as follows:
Babecek & Wilcox Company, manufacturer of the Dis-trict's nuclear steam supply system, has independently devel-oped a unique analytical technique which concisely treats the normal operating and postulated emergency transients and other design criteria in a manner which provides a safe design in accordance with a technique confidential within-the Company and it has not disclosed it to any other person or persons except under proprietary conditions.

.specified in the report are utilized in the design and fabrication of the reactor vessel and are considered trade secrets which have been empirically developed through many years of the Company's experience.
To disclose these criteria and the associated input parameters could convey to any individual knowledgeable in the field the technique used'and could seriously impair Babcock & Wilcox Company's competitive position as a designer and fabricator of commer-
-cial nuclear' power plant components by enabling competitors to determine core efficiency and performance, NSS heat cycle performance and efficiency, econcmics of material application and empirical methods of design analysis which would allow them to. evaluate their competitive position.
