Dear Mr. Reid:

On April 8,1976 the Sacramento flunicipal Utility District requested an exemption from the requirements of 10 CFfi 50, Appendix H, and requested changes to the Technical Specifications relative to operation of Rancho Seco Unit No. I with reactor vessel surveillance specimens removed for the remainder of the first cycle.

On April 28, 1976 the District submitted a report describing the results of an inspection which had been completed and provided a proposed corrective action for the remainder of fuel cycle 1.

This corrective action involved cutting all three surveillance specimen holder tubes (SSHT's) 100 inches below the top of the core support flange, removing the upper portion, and securing the lower portion from motion by a spring-loaded retaining device loaded into the upper end of each holder tube.

On June 21, 1976 the District indicated that the surveillance specimen capsules, the holder train, the SSHT's and the drill bearir.gs.

would be removed during the current outage to repair the generator. This operation has been completed.

It is the District's intent to provide for additional irradiation of the surveillance specimen capsules as follows:

If the NRC approves the proposed integrated surveillance program at Davis-Besse No. 1, the District will have the surveillance specimen capsules installed at Davis-Besse No. I during the initial fuel load.

In this case we would request changes to the Technical Specifications as shown or, th3 attachment to this letter.

These Technical Specification changes would be used in lieu of those requested in our letter of April 8,1976.

I'f the proposed integrated surveillance program is not approved, the District will install replacement surveillance specimen holder tube assemblies and reinsert the surveillance specimen capsules for further irradiation at Rancho Seco's first refueling outage.

In this event the Technical Specification changes requested in our letter of April 8,1976 should be implemented in lieu of those changes attached to this letter.
