Dear Mr. Reid:
On December 19, 1975 the District requested an amendment to Operating License #DPR-54 for Rancho Seco Unit No.1.
This amendment will allow the District to replace existing fuel storage racks with new racks to allow increased spent fuel storage.
In that submittal, mention is made in the " Installation Consid-erations" section of the Safety Evaluation that no underwater work will be required for the rack replacement and that since no spent fuel has ever been in the pool, radiation levels will be minimal.
Recently the District has decided to unload the reactor core at the present time to allow removal 5
of the reactor vessel material surveillance specimen holder tubes.
This work will be done before the new racks are available for installation; therefore, the replacement effort will take place under nnditions of some radioactive contamination. At this time the exposure on the first load of.
1 fuel is low (less than 170 EFPD's) and none of the fuel is leaking. Con-sequently radiation levels should be quite low for the rack replacement effort.
We still intend to remove water from the pool befora work begins on the fuel rack replacement so there will be no underwater construction activity.
The District feels that this new iteration to the schedule does not affect the safety evaluation regarding the replacement fuel storage racks; however, we feel that it is proper to make this clarification at this time.
