Dear Dr. Mann:

Members of my staff have reported the sincerity and directness with which you spoke to them recently regarding the level of competence and the knowledge of responsibility by management which you will expect of current applicants for nuclear plant construction.

I want to personally assure you of my own understand-ing and agreement with your position and to give you in advance an assurance that the standards which you feel appropriate will be met or exceeded insofar as the District's projected plant is concerned.

The enclosed draft indicates briefly what has been the District's approach to nuclear power plant construction and the status of our organization at the present time. There re-mains yet a great deal of work for us to do.

I expect to see you and talk with you about this as our construction applica-tion, which is soon to be filed, undergoes processing.
