In accordance with Technical Specifications for Rancho Seco Nuclear Generating Station, Section 6.9.1, and Regulatory Guide 1.16, Revision 4, Section C.2.b (2), the Sacramento Municipal Utility e s District is hereby reporting the following as R0-77-16.
Safety system hydraulic snubbers are checked for proper fluid reservoir level and for fluid and mechanical integrity on a periodic basis as set forth in Technical Specifications Section 4.14.1.
The snubbers are divided into two groups, those that are accessible and those that are inaccessible during power operation. On November 1, 1977, while an inspection of the inaccessible snubbers was being per-formed prior to startup following refueling, the accumulator of snubber SS-17 was found to be empty. This snubber, one of the six that are

provided for each reactor coolant pump, was found to have a bad 0-ring which required replacement. Following rebuilding, the unit was returned to service. The most recent surveillance on the unit, in March of 1977, showed acceptable fluid levels in the snubber.
This snubber, being rated at 50,000 pounds, is exempt from the functional testing surveillance program because of the difficulty of removal. Because of this exemption, the unit was not tested during the refueling outage when all subject snubbers were tested. The test s

0-ring was not the same color as the original, so checks are being made to assure that the original seal was of the proper material. If any irregularity is discovered, this will be noted in a followup report.
