Dear Mr. Giambusso:

Pursuant to Section 185 of the Atomic Energy Act of 1954, as amended, and Section 50.55 of the Commission's regulations, Sacramento Municipal Utility District requests that the Commission extend the estimated earliest and latest dates for completion of construction of Rancho Seco Nuclear Generating Station, Unit No.1 from the dates December 1972 and December 1973, respectively, as presently set forth in Construction Permit No. CPPR-56, to June 1, 1974 and September 30, 1974, for the earliest and latest respective construction completion dates.

In November 1967, when application for a construction permit for Rancho Seco Nuclear Generating Station, Unit No. I was submitted, it was projected that construction of the unit would be completed by December 1, 1972. Based on the present evaluation of the construction at Rancho Seco Nuclear Generating Station, Unit No. 1 is approximately 92*: complete.

The present schedule projects construction to be complete and fuel loading to begin by June 1, 1974.

The significant delays in the construction of the Rancho Seco Nuclear Generating Station beyond the original schedule are the result of a number of interrelated factors:

This schedule estimated the time from start to completion of construction to be approximately 50 months. This 1

!r. Angelo Giambusso October 8,1973 A/vances in nuclear power plant technology and increasingly stringent regulatory requirements regarding the safety of nuclear power plants have contributed to the complexity of the project.

This increasea complexity of the project has contributed to delays in all phases - engineering, procurement, and construction.

The preauctivity level for the Rancho Seco plant was cciginally projected on the basis of experience in the construction of fossil plants. Due to the increased complexities of nuclear power plant construction, plus the increased emphasis on the quality control of the construction of safety related items, a lower level of productivity has resulted.

Labor dif ficulties at Rancho Seco have resulted in approximately 120,000 man-hours of lost time. There were 13 separate instances of work stoppage between July 1971 and September 1973.

These labor difficulties arose from jurisdictional disputes, disputes regarding the interpretation.of labor contracts, and from the unwillingness of craf t labor to work without effective labor contracts. We have also experienced shortages of certain craf t personnel, particularly welders. Because of the high standards imposed on welders on our project, we have had difficulty in recruiting, qualifying, and maintaining welders on the job. We have also experienced craft labor shortages due to more lucrative employment on other projects in the general area.

A number of plant modifications, although most were included early in the design, have introduced delays.

These include increasing the plant capacity from 2452 Mw(t) to 2772 Mw(t), changing from mechanical forced draf t cooling towers to hyperbolic natural draf t cooling towers, enlarging the radioactive waste system to assure zero liquid radioactive waste discharge, and modifying certain electrical and piping facilities to eliminate any problems related to the " pipe whip" criteria. The " pipe whip" problem, while not as significant as the others listed, came late in the construction effort and therefore introduced a number of " holds" or delays in both the design and construction effort.

Many new AEC safety guides and regulations were issued during the construction period.

While the effect of these is difficult to quantify, they definitely did delay the project. The most obvious effects were delays in equipment delivery since additional quality assurance and seismic analysis requirements caused significant delays in a number of items, particularly in valves, pumps, and electrical

Nr. Angelo Giambusso October 8,1973 equipment. The engineering re-evaluation required by many of these new criteria resulted in " holds" in equipment fabrication and eventually delayed the construction of the plant.

We have also experienced delivery problems on some major equipment items and on a number of the minor components.

Some of the major items uhich were late in delivery and which caused construction delays were the standby diesel generators, the reactor vessel, the reactor vessel internals, and the reactor coolant pump motors.

The minor components which were late in delivery and which c2fected our construction schedule were valves, piping material, and electrical cables.

As a result of these unanticipated delays, construction has been slowed significantly and the schedule for fuel loading and commercial operation for the Rancho Seco plant has been revised to encompass these delays.

It is anticipated that the revised dates will provide sufficient time for the completion of the facility.

As required by Section 2.101 of the Commission's regulations, a copy of this request for an extension of time for completion of Rancho Seco Nuclear Generating Station, Unit No.1 is being served on the County Board of Supervisors, Sacramento County, Californ!.a, the county in which the facility is located.
