During the review of a proposed Standard Technical Specification (STS) change for St. Lucie, it became obvious that the licensee had misin-tercreted the STS recarding the required accuracy of tiner linits for the dieni generator au:cmatic lead seauencers (i.e.

10" cf the setpoint versus 1C". of the interval).

In conaleting the safety evaluation on this issue, you requested that I"E be advised of the potential oroblem of other licensees misintercreting similcr Technical Specifications and recomend that ICE issue a circular to this effect.

Af er evaluating the existing Technical Specifications on several plants, it has become apparent that only 4 STS plants contain lanouage subject to such misinterpretation.

These plants are: Cook. 3eavar' Valley, Crystal. liver and ?,alen.

In these cases IaE and licensees are being advised of the possible nisinterar.tation. Since the STS lancuace has been corrected to eliminata possible misinterpretation and non-STS plants do not typically have this requirerent, we'do not believe a circular is needed.

I' By copy of this memo we are providing I&E uith your discussion of the issue as well as the licensing position on resolution.

j Also, since this issue may warrant consideration in-tems of the Systematic Evaluation Progran for those plants without STS we are also l

including D. Ziemann on distribution.
