Dear Mr. Barniak:

This is in response to your letter expressing concern over the con-struction of the proposed Davis-Besse Nuclear Power Station located nine miles northwest of Port Clinton, Ohio.

I an enclosing for your information a report prepared by the Commission's regulatory staff concerning this plant which may be of interest to you.

Also enclosed are two booklets, " Licensing of Power Reactors," which describes the AEC's procedures for the review of applications for per-mits to construct and operate nuclear power plants and the AEC's con-tinuing surveillance of operating plants, and " Nuclear Power and the Environment," which gives a brief description of thermal effects re-search being conducted by AEC and by utilities engaged in the construc-tion and operation of nuclear power plants.

The public hearing for the Davis-Besse Nuclear Power Station was held at Port Clinton, Ohio between December 8,1970 and February 12, 1971.

The public hearing was in session for a total of sixteen days. On com-plation of the public hearing on February 12, 1971, the Atomic Safety and Licessing Board directed each of the participants (The Toledo Edison company, Atomic Energy Commission, and Intervenors, Coalition, Living in a Finer Environment and Mr. G. Lau) to submit their briefs of the hearing testimony. Af ter reviewing these briefs and the hearing testimony,the Atomic Safety and Licensing Board issued on March 23, 1971, its Initial Decision and directed that the Director of Regulation issue a construction permit for the Davia-Besse Nuclear Power St? tion. On March 24, 1971, the Director of Regulation issued a Construction Permit (CPPR-80) to The Toledo Edison Company and The Cleveland Electric Illu-minating Company for construction of the Davis-Besse Nuclear Power Station (Docket No. 50-346).

This Congressional Joint Committee on Atomic Energy has the responsibility of everseeing the activities of the AEC.

I would like to call your attention especially to the late Cousaissioner Theos J. Thompson's tes-timony on pages 175-194 of tais print.
