Such hearings are positive steps which can male a definite contribution to innroved decisionnaking on safety questions and to enhance public confidence in the overall regulatory process. A copy of the press release issued by the Joint Comittee is enclosed.
i Any application for a construction permit or operating license is subjected to an intensive review by the Atomic Energy Comission's (A.E.C.) Regulatory Staff with the protection of the public health and safety and the environment as siain considerations.
The enclosed cnecklist giving a step-by-step description of the A.E.C's licensing process for nuclear plants will give you an indic:. tion of the extensive-nass of these reviews. A copy of the Safety Evaluation on the Davis-Lesse application prepared by the Division of Reactor Licensing (now the Directorate of Licensing) is enclosed for your review.
The A.E.C. is required, under the listional Envircreental Felicy Act of 1963 (r. EPA), to perform an evaluation of the rotential environ ental impact of tre proposed plant and balance the benefits derived acainst possibic risk to the environer.:nt. As you know, in the case of tne cavis-Basse plant, we hcvu asked for cormunts on our Draf t Environnental S ta ten:nt. After these are received from interested Federal, State, and local acencies, and the public, a Final Enyf rcnrantal Statement, ad-dressing all significant environxntal tatters, 5.111 be prepared by the A.E.C. and rade available to the public.
