Street N.W.

Dear Dr. Hendrie:

In light of the Three Mile Island incident, I

suggest that the operators of similar nuclear reactors be required to maintain current records of the composition of the coolant water - pH, dissolved solids, additives and particulate matter.

In the brief period that I consulted with GPU and the engineering contractor on possible chemical absorption solutions to the hydrogen bubble problem, I was i

appalled by how little was known about the chemistry of the cooling system even under normal operating conditions.

Perhaps the concentrations of metal ions and counterions were known to someone, but it was certainly not apparent from discussion with the engineers at the site and in the GPU laboratories.

Even a simple and vital factor like the pH (acidity) of the cooling water was unknown to these people.

It is likely that the concentrations of trace elements in the cooling water will vary from reactor to reactor.

time-consuming activity, it should be useful. While determination of tra I would hope that each utility that operates a reactor will be required to possess such data and that the NRC will have the capability to evaluate it.

I wish you success in dealing with the problems uncovered in the Three Mile Island incident.
