s In relation to the amendment on its merits, the Appli-cants argue, inter alia, that the amendment would broaden the controversy by enlarging the relevant geographic market and by charging other entities with anticompetitive conduct.

The Board finds no justification for any such expansion, but we do not view the amendment as accomplishing this result.

At the Prehearing Conference of November 25, 1975 (Tr. 1372-90), Justice made it clear that evidence relating to the operations of Ohio Power Company beyond the perimeter of the relevant geographic markets (combined CAPCO Company territories and Ohio Edison service area),

would be in terms of a potential supplier of power to electric entities within the relevant geographic markets.

With this limitation, the amendment directly relates to Matters in Contro-versy 1 through 7 as adopted by che Board in Prehearing Conference No. 2 dated July 25, 1974.

The Board therefore accepts the amendment.
