Dear Mr. Westrich:

This responds to your recent letter addressed to the former Atomic Energy Commission requesting information on the Davis-Besse nuclear power plant.

We should point out that the Atomic Energy Commission was replaced in January 1975 by two agencies; the Energy Research and Development Administration and the Nuclear Regulatory Commission.

NRCaassumed responsibility for regulating commer-cial uses of nuclear energy for the protection of the public and the environment.

This includes regulation of nucicar power plants.

ERDA assumed all other functions of the former AEC, as well as energy research and development functions of several other federal agencies.

An enclosed brochure describes what the NRC is and does.

As you perhaps know, there are three units, each capable of producing about 900 megawatts of electricity, under construc-tion at Davis-Besse.

The licensee, Toledo Edison Company, estimates that Unit I will be ready for operation early next year.

It has been under construction since the end of 1970 Units 2 and 3 are veing built under Limited Work Authorizations.

Such authorizations allow certain limited construction to be-gin in advance of issuance of a construction permit.

Decisions on construction permits for Units 2 and 3 are not expected before mid-1977.

Enclosed is a brochure describing the licensing process.

Also enclosed is the NRC staff's Final Environmental Statement on Units 2 and 3.

This should provide you with the information you are seeking on environmental impacts of the plant.

As part of your research effort, it may be worthwhile to visit the public document room near the plant where all information on the plant, except that considered proprietary, is available for public inspection.

It is in the Ida Rupp Public Library, 310 Madison Street, Port Clinton, Ohio.

It appears that Port Clinton is about 40 miles from Bowling Green.
