3'9 2-3, L. Engle Review Branch Involved: L:IS&EP Review Status: Continuing It has just come to our attention that the Blue Book schedule f,r Davis-Besse 1 indicates that the response from the applicant to our position statements is complete as of 12/6/74 for QA (milestone 15 a).
This may be interprated as meaning that this milestone has been met for all of the Branches reporting to the AD for QASO. Such is not the case, as the applicant has yet to submit an Industrial Security Plan for Regulatory review.
The applicant was notified of this deficiency by letter dated 1/18/73 (item 13.7), was reminded by letters dated 3/23/73 (item 13.0), and 3/1/74 (item II, Request 13.7), and again notified verbally in a meeting on 10/1/74. Additional followup between IS&EP and the LPM occurred on 6/20/73, 9/26/73,1/11/74, 2/7/74, and 3/27/74; each time specifically noting the absence of an Industrial Security Plan for review.
In the last memorandum above, we noted that the Plan should be submitted for review by Hovember 1,1974, so that tne review schedule could be met. The applicant responded in Revision 9 (9/74) to the FSAR that the Plan would be completed in January 1975.
Cue to the expected tardy submitta? of the Industrial Security Plan by the applicant, we do not expect to complete our review in time to forward a draft SER to the LPH by the target date of 2/7/75.
