Hendrie, Deputy Director for Technical Review, Licensing DAVIS-BESSE SCHEDULZ Toledo Edison is currently planning to respond to our round-one requests for additional information on Davis-Besse by November 19, 1973 in all areas except ECCS despite the fact that facility completion has slipped nine months. One of the company's incentives for making the early response is an attempt to get a lag up on the adequacy of the responses prior to submitting applications for Davis-Besse Units 2 and 3 (some time in mid 1974). An additional incentive, although not expressed by TEC, would be to avoid gross inadequacies in the responses being put on the shelf until such time as the staff is prepared to state its positions (round-two).
Our latest scheduling effort which has been coordinate.d with your staff postpones the complete applicant's response to round-one to July 5, 1974 and the staff's positions to the applicant to October 4, 1974. This appears reasonable in view of the circumstances (ccustruction completion slip, cancellation of OL hearing, staff work load, and pending new Interim Acceptance Criteria).
Despite the lengthy slip in those two milestones we feel that it would be prudent to at least review inanediately any early responses that the applicant may make to round-one for gross inadequacies in the responses in order to avoid backlogging such items until the review is resumed in full. Also, it may be expedient to keep the review " warm" while round-one review and round-one requests for additional information are still fresh on the individual reviewer's mind.
We would appreciate your thoughts on this matter.
