A neeting was Mid with the applicasts and their consultant for Lake Erie hydrology Desse and Moore, to didenes the Platzman wind set-up model as it applies to Lake Erie for the Davis 3 essa and Fermi II facilities. The agenda and attendance list for this meeting are attached as Inclosures 1 and 2.
Most df the time was spent in reviewing the history of the staff's rsview and previous involvement in the developnent of Lake Eric hydrology models.
It was noted that the Ferm1 II wind set-up report is more current than the Davis 3 essa 1 report. In addition, the Davis 3 esse 1 report h.t.s some obvious arrors. As a result of the discussion, the staff will review the Fermi II report prior to formulating round two requests and/or positions on Davis Besse 1 and Toledo Idison will update the Davis 3 essa 1 report. For Fermi II, the staff Indicated that the probable navi== surge level estimated for Termi II was acceptable.
The applicant's consultant discussed their bases for determinint both the validity of historical data at selected stations and surr,e vahu at the facility sites and at Toledo, Ohio. The staff indicated they were particularly interested in obtaining updated and accurate data to validate the Platsman Model.

- 1. Discuan the conearvatism of the' shear stress k values used, and the sensitivity of the surge estimates to these values.
- 2. Discuss the validity and/or conservatism of the.tuo foot correction of calculated wind setup values as portrayed on plate 9 of appendix 20.
Discuss bases for assuming curve is a straight line of the slope shown.
- 3. Discuss the ranifications of previously (1970) computed values of 16.9 and 21.2 feet of wind set-up at Toledo by the Platzman and TR-4 methods respectively. These computations were made for the Fermi II site.
- 4. Discuss results of other r.ethods and or models used to predict vind tido at Davis Besse or other Lake Erie sites and compare with Plat =an.
- 3. Discuss the ramifications of calibrating the Pintvman model' for maximus historic event and then ucing the calibrated ~~da'
' e predict the maximum wind tide at Davis Besse due to a PEE.
- 6. Discuss the conservatism of the predicted maximun dynamic vater level at Davis Besse, with regard to the duplication of uind tide error in the maximum uave height, since this uave height is based on the maximum supportable wave due tu the maximum static water level.

- 7. Aplihrently approximately tuo feet of transverse seiche was used in the model verifications runs, whereas only one foot is assumed for the saaximum static water level at the Davis Besse site. Some explanation should be provided for this apparent descrepancy.
