APPLICANT: TOLEDO EDISON COMPANY D. Eisenhut EGoulbourne FACILITY: DAVIS-BESSE 1 REPORT ON MEETING JULY 17, 1974 AT BETHESDA, MARYLAND Sumary:
A working meeting was held with Toledo Edison and the Licensing Quality Assurance Branch to discuss Section 17.2 of the Davis-Bosse FSAR. Tha purpose of the meeting was to highlight deficiencies and unacceptable description in Section 17.2 and to inform the applicant of existing licensing positions, 3uidance material and acceptable examples regarding the applicants quality Assurance Program for operation. The meeting attendance list is attached.
Discussion:
It is the staffs opinion as expressed by the QA3 that Section 17.2 in the ?SAR lacka a clear definition of the responsibilities and authority of the applicants QA for operations organization. The deficiencies fall into three areas 1) Organisation 2) Policy 3) Inspection and 4) Audit.
TE was informed that RO will inspect the QA program for operations assinst Section 17.2 of the FSAR and therefore it is nandatory that Section 17.2 contain the required alaments, comitments and detail to satisfy Appendiz 3 of ICCFR-50 TE was also informed that it cust comit to conply with the " orange", " gray" and " green" books or adequately describo and justify

any exceptions taken.
TE intends to rewrite Section 17.2 and submit it by August 15, 1974, this will permit QAB the opportunity to review the rewrite prior to the scheduled date for T.R. positions to the LPM of Sept. 6, 1974.
